The El Segundo Energy Center Repower Project included the installation of three new state-of-the-art, natural-gas firing, high-efficiency, low-emission, combined-cycle electric units to replace two demolished units. The new combined-cycle facility is expected to generate 630 megawatts (MW) under nominal conditions. Limited size, congestion, and the project’s strict safety requirements made the construction of the replacement units particularly challenging.

During all phases of the project, RMA performed comprehensive welding inspection, bolting inspection, and non-destructive examination. We provided continuous inspection and testing during mass pours of 30,000 cubic yards of concrete including 2,400 cubic yard mat-foundations for each unit. These large pours required short-term, on-call staffing of six technicians per day. The simultaneous construction of two 100 foot towers and two large pressure-vessels required the expertise of RMA’s versatile technicians. The two structural steel frames for the Heat Recovery System Generator units required structural welding inspection and non-destructive testing, while the constant forces of stress during the pressure-vessel construction demanded senior welding inspectors who had knowledge of the applicable ASTM and ASME codes. In addition to structural inspection, RMA Group performed comprehensive geotechnical observation during grading and utility relocation. Because of the intensity of activity and the project schedule, RMA committed seven inspectors during most of the structural construction.
